Diagnose Before You Buy: Controller, IONet, or Configuration?
A controller that appears dead is often the victim of something around it. Before ordering a replacement M03, isolate the fault:

Read the front-panel LEDs. They report power, flash-disk activity, reset, online status and Ethernet state — use them to tell a hung processor from a comms problem.

Check power and the CPCI rack. In a CompactPCI rack the slot-1 board is the system board; if it is ejected or unpowered, the other controllers in the rack stop too. Confirm rack power before condemning the module.

Mind the CMOS battery jumper. On boards taken from storage the battery jumper may be disconnected; a controller that will not hold its real-time clock or settings can look failed when it simply needs the jumper reinstalled and the clock reset (NTP or ToolboxST).

Separate firmware/configuration from hardware. A failed application download, a firmware/ControlST mismatch, or an IONet addressing conflict imitates a bad controller.

Look at the network and I/O packs. Lost UDH or IONet links, or a faulty I/O pack, can present as a controller fault that no new board will cure.
Replace the M03 once the rack power, battery/clock, configuration and network are proven good — not before.

The number decodes in blocks. IS215 is the Mark VI board/assembly family and GE lineage; UCCA is the CompactPCI controller function.
