• The BOI (backup operator interface), which communicates with <R> directly, bypassing <C> – useful for narrowing down whether the fault is really in the communication path
• Connector corrosion or a broken cable conductor, ahead of assuming a card failure
• The TCQC card in the <R> core and its ARCPL cable to the <C> core's SLCC – a fault on either side of that link produces SLCC-like symptoms with a perfectly good SLCC installed

It's also worth remembering that a processor core doesn't reach I/O status A7 until every card inside it individually reaches A6 first. Before you condemn the SLCC, check the individual status of each card sharing the <C> core – the holdup may be the SDCC, TCCA, or IOMA card instead.
