Re-commissioning: a replacement board doesn't arrive with your site's application code or configuration — that has to be loaded through the tool port and the Control System Toolbox, or the new board will fault too.
Only after ruling out configuration, seating, redundancy, and commissioning issues should you treat a persistent fault as a genuine board failure.
