This Is an EX2100 Excitation Board, Not a Turbine-Control Card
IS200BICLH1A shares the IS200 numbering system that GE uses across its Speedtronic Mark VI family, which is why it often gets filed as a generic "Mark VI printed circuit board." It isn't one. This is an IGBT Drive/Source Bridge Interface Board built for the EX2100 excitation control system — the cabinet that regulates generator field current — not a card that lives in the turbine's own Mark VI VME rack. If your RFQ is for turbine control I/O, this is the wrong family; if you're working on the exciter, you're in the right place.
Install It in the Slot the Label Tells You To
The BICL faceplate is close to blank — two mounting brackets and a single label — but that label matters: it specifies installing the board in Slot 5 only. This isn't a suggestion. Backplane connections in the exciter's VME-style rack are slot-specific, and putting a BICL into the wrong slot risks damaging the board or whatever else is sharing that backplane. Confirm the slot before you power down for the swap, and handle the board under normal anti-static precautions the same as any other EX2100 or Mark VI card.
What It Actually Does
BICL sits between the EX2100's main control board and the Bridge Personality Interface boards — BPIA, BPIB, or SCNV — that connect to the physical IGBT power bridge. It acts as the gateway for firing commands going out to the bridge and diagnostic data coming back, and it independently monitors ambient and bridge temperature, with an interface to PWM fan speed control and a system fault display. Control logic runs on an onboard EPLD (electronically programmable logic device), which is configured from the main CPU at power-up or after a hard reset — a 1024-bit serial memory on the board stores its own identification and revision data for the system to read.

Bridge fault or IGBT alarm on the HMI: this can originate at the IGBT power module itself, at the BPIA/BPIB/SCNV bridge personality board, or in the gate-drive wiring — not necessarily at the BICL. Isolate which stage is actually faulting before pulling this card.

Overtemperature trip: since BICL both monitors bridge/ambient temperature and drives the cooling fan's PWM speed control, check the fan itself and airflow in the cabinet before assuming the monitoring circuit has failed.

No fault display / stale status: confirm the system fault display interface and its wiring before condemning the board — a wiring fault downstream reads the same as a board that isn't reporting.

Board just swapped and still faulting: double-check it's seated in Slot 5 and that the EPLD had a clean power-up configuration cycle from the CPU.
