Check the LED at the failed position. Lit LED with contacts that never transfer points at the individual relay — and RTBA relays unplug and replace one at a time. Dark LED points upstream: pilot-relay command path, RPL cable to the LTBA, or board power routing.

Check the jumper map. This board configures with moveable Berg-type jumpers, including the JP8 power-source selector for the K20–K22 group and the JP9 RPL connection jumper. Wrong jumper positions on a freshly installed spare look exactly like a bad board. Photograph the old board's jumpers before it comes out, and set the new board to match — factory-default settings are not your settings.

Check the wiring before the electronics. Screw terminals loosened by cabinet vibration cause dropped or chattering loads that get blamed on the card. Torque them and retest first.
