Verify the incoming supply. If every OK LED on the board is dark, the problem is almost certainly upstream: battery breaker open, DACA converter down, or an input termination issue — not 36 simultaneously blown fuses.

Treat a blown fuse as a symptom. A dark LED at one position points at the circuit that fuse protects. Test the downstream wiring — a shorted solenoid or damaged cable will simply take out the replacement fuse.

Check the toggle switches. After maintenance it is not unheard of for a core to sit dead because its power switch on the TCPD was never flipped back.

Chase core reboots into the core itself. Mark V field history is consistent on this point: repeated single-core trouble traces far more often to a TCPS power supply or a loose ribbon cable inside the affected core. In one published field case, technicians disconnected every wire leaving the TCPD while chasing a fault that turned out to be a leaking station battery grounding the 125 V DC bus.

Confirm DC bus quality. Ground faults and AC ripple on the 125 V DC system produce erratic, panel-wide symptoms that no replacement TCPD will fix.
